Described as a thriller, the film comes from director Matthew Losasso and is also set to star Humans' Bella Dayne, Red, White & Royal Blue's Akshay Khanna and Before We Die's Mark Trepan, according to The Hollywood Reporter.
The story is set to follow the aftermath of a woman washing ashore on a blood-stained rowboat, and with her crewmates missing and presumed dead, she must prove her innocence by putting together her memories.
“An immense ocean appears to stretch infinitely in all directions and yet on board the Valiant, the lack of space fuels paranoia and intense drama," Losasso said. "It’s a compelling and fabulously ambitious script.
“If filming on water wasn’t enough of a challenge, throw in a twisty dark plot, complicated techniques to avoid green screen backdrops, a commitment to capture the rugged beauty of ocean landscapes and the constraints of independent filmmaking.”
Row is written by Nick Skaugan, and is set to begin filming next month in Scotland with the use of a constructed tank in order to avoid reliance on VFX.
Skelton will be known to fans for playing the role of Brianna Fraser in Outlander, which is currently in the middle of its two-part seventh season.
Speaking ahead of its premiere in June, the actress teased big twists, telling Radio Times: "That's one thing I think we're really priding ourselves on now for Outlander and really leaning into it - the storylines aren't necessarily the expected ones.
"So whether you've read the books or not, you're all on a level playing field. We're gonna play with your emotions and take you on a bit of rollercoaster ride. So everyone's in the same boat. You're in for a rough ride."
