Ohio’s Recently Bolstered $40 Million Incentive Provides Significant Lures for Producers

From the urban landscapes of Cleveland (recently seen by millions on TV, thanks to the Republican National Convention) to picture-perfect rural Midwestern wholesomeness, Ohio offers diverse all-American locations. What’s more, the state recently bumped up the annual cap for its incentive program to $40 million, and offers a 30% refundable/transferable tax credit

The minimum spend to qualify for the incentive is $300,000. There’s no longer a per-project cap (the state recently eliminated a $5 million maximum), and no compensation cap. Qualification requires a CPA audit.

Films that have recently shot in the Buckeye State include Don Cheadle’s “Miles Ahead” and Todd Haynes’ “Carole.” Both used Cincinnati as a stand-in for period New York City.

Earlier pictures that shot at least some scenes in Ohio include Anthony Russo’s and Joe Russo’s “Captain America: The Winter Soldier,” Rob Cohen’s “Alex Cross,” Joss Whedon’s “The Avengers,” and George Clooney’s “The Ides of March.” Ohio-shot films set for release in 2017 include F. Gary Gray’s “Fast 8.”

Ohio’s permitting process varies depending on what part of the state will host the filming, but in all cases it’s easy and cost-effective, according to the Ohio Film Office, which assists producers with the required paperwork. The office can also help close streets, facilitate shooting from the air or water, and provide access to publicly owned property.
